10 CSA Vehicle Maintenance Severity Chart Violation severity weights reflect the relative importance of each violation within each BASIC. These weights cannot be compared or added meaningfully across the BASICs.

11 In cases where a violation results in an Out-of-Service Order as defined in 49 CFR 390.5, an additional weight of 2 is added to arrive at a total severity weight for the violation.

New Compliance Categories and Vehicle Maintenance Split

​The Federal Motor Carrier Safety Administration (FMCSA) is set to enhance its Safety Measurement System (SMS) by replacing the original Behavior Analysis and Safety Improvement Categories (BASICs) with updated “compliance categories.” A significant change involves dividing the existing Vehicle Maintenance into two distinct categories:​

  1. Vehicle Maintenance: Driver Observed: This category encompasses violations that could reasonably be detected by a driver during routine pre-trip inspections or observed during a Walk-Around (Level 2) roadside inspection.

  2. Vehicle Maintenance: This category includes violations typically identified by a mechanic during routine maintenance or detected during a Full (Level 1) roadside inspection.​

These changes aim to focus FMCSA’s investigative resources on carriers with higher crash rates and provide more specific information to help motor carriers and enforcement pinpoint unsafe driver behavior and sources of vehicle maintenance issues.
