FMCSA Updates Enters into Phase 2 of Adoption

The Federal Motor Carrier Safety Administration (FMCSA) has announced significant updates to their Safety Measurement System (SMS), transitioning from “CSA Basics” to “Compliance Categories.” These changes, detailed by FMCSA officials, aim to streamline safety monitoring and improve accuracy in identifying high-risk carriers across the transportation industry.

Key Changes Include:

  • Simplified severity weighting system (1-2 scale instead of 1-10)
  • Reorganization of safety categories and violation groupings
  • Updated violation thresholds for different carrier types
  • Consolidation of over 2,000 violation codes into approximately 100 groups
  • Enhanced segmentation based on operation and vehicle types

What is CSA?

Compliance, Safety, Accountability (CSA) is a Federal Motor Carrier Safety Administration (FMCSA) safety program to improve large truck and bus safety. Rolled out in December 2010, the CSA program is a nationwide system designed to reduce crashes, injuries, and fatalities related to commercial motor vehicles.

Through the CSA safety program, FMCSA and its State Partners attempt to address safety deficiencies before crashes occur by introducing a new enforcement and compliance model. CSA originally stood for Comprehensive Safety Analysis, but the program was renamed during the national rollout in 2010.
